PURPOSE OF BILL: 

To mandate annual progress reports to the Legislature on  
construction of the Inland Feeder Project of the Metropolitan  
Water District of Southern California.


BACKGROUND:

Metropolitan Water District of Southern California is in the  
process of building the Inland Feeder Project, consisting of 44  
miles of 12-foot diameter tunnels and pipelines to provide an  
eastern connection between the State Water Project terminus at  
Lake Silverwood and the Colorado River Aqueduct south of Lake  
Perris.  Total project costs are anticipated in the $1.2 billion  
range. 


PROPOSED LAW:

This bill would require Metropolitan Water District of Southern  
California to submit to the Legislature an annual progress  
report on the Inland Feeder Project.  Incepting February 1,  
2000, the report would include a description of progress, a log  
of expenses, and variations between budgeted and actual costs.   
Costs for the report are not to exceed $50,000.


COMMENTS:

This bill mirrors SB 552 by the same author, a mandated report  
on Metropolitan's Eastside Reservior. Because the report  
requirement in this bill is an annual expense, some  
clarification is needed as to whether the report cost cap of  
$50,000 is to be an annual or cumulative maximum.
